Mod Arcade Games?

Hey,

I was wondering if there is a program made to break down arcade game games and modify the files. just looking to do simple skin swaps and sound changes, nothing serious like add speed hacks or anything like that. i figured it shouldn't be too far out of the realm of possibility if people like me already have transfer kits and xports,

seemed like this would be the best section to put this post in, but if it isnt please move it and im sorry.
