i think you need to look up some general definitions of modchips as well as pcs
not all modchips simply override a bios (in the case of the xbox they do, but xbox isnt the only console ever modded) a modchip is, as you say, a hardware cracking device, so why dont we get right on makin gon of those
as i said before, the trouble is the relationship between the hardware components, add anything to that, or take anything away, and the 360 no longer functions properly, MS wasnt foresighted enough to make 360 plug-and-play compatible (your probably too young to remember pcs before plug-and-play)
