Chat with the other users and ask if they can see your ping. If they can you don't need to portforward, if they can't you need to.

try different, better games then halo...such as Rainbow Six 3: Black Arrow or Ghost Recon 2... if it all still doesnt work, you need to open up ports on your fire wall
