the ping number is how long it takes data to travel between your PC and the other users PC, it is displayed in milliseconds. This number is mainly dependant on connection speeds and distance, so the best connection you could get would be with someone in your area who is on the same ISP (i had a ping of 15ms with a guy down the road, who was on the same isp)
You have the basic understanding of it correct, the lower the ping the less likley you are to get lag, but some games work quite well with a high ping and some do not.
A ping of 50 is very good I would set your target at arround the 200ms mark as you can still get lag free games connecting to people (game dependant)
All games are different ie. Links 2004 you can not even see a game if your ping is over 60ms, but Tony Hawks 4 you can get a lag free game with pings of 400ms.
To start with dont worry about ping just jump in and play, if its laggy leave and try a different game, or host one yourself.
