Do you have a router?  If so, you forwarded UDP port 6073, right?  This is required for voicestream.

Ive been trying to get directx for a while and every time it says that there was a file that could not be copied. if you could send me a link that'd be great.

to forward ports, check your router documentation or manufacturers website.
