Error Launching Xlink In Win2k

Ok, continuing to play around I have found a way to get beyond the problem.  Shift+RightClick on the shortcut and select to "Run as...", then specify an admin account.  Less than perfect but usable.  If anyone has a better solution (i.e., go to file/resource "x" and add user level read/execute access) please let me know.

Possibly because of the WinPCap install only being allowed for the user logged in during installation? Not too sure..

I believe that I double checked directory Program FilesWinPcap and it showed as being accessible by the users group with inheritable permissions,  I'll have to make sure when I get home.  I was thinking that maybe the security problem could be the way the NIC is accessed?  Does Win2k restrict in this fashion?  I remember I needed to run some patches to allow CD burning by the user group, I was thinking that maybe the low level NIC access that is going on requires something similar.
