Yes, only 4 XBoxes, with a maximum of 4 players on each XBox (giving 16 players).

Yes.

I could make a room in XLink for Rainbow Six 3 for example. I could set the room size to 16 players, but choose a map on teh XBox that only allows 6 players..

I'm having this same problem (glad i looked before posting)

I've messed with my IP and DNS settings and everything, and I can always see the room on my xbox and then when i try to get in, it just fails...
Even when the map isnt full or anything like that.

Any ideas?

Make that three

I tried a game in messenger mode with one other person (my friend across town) and got the same "failed to connect" message right after trying to join any game.  

They all showed up fine, but couldn't play

Firewalls are often the problem behind that, as is a bad wireless configuration..
