Xlink Internet Connection Setting

ok im not 100% sure what my upstream and downstream capacity is, all I know is that I download at a max of 360kb/s which i actually get from downloading files and i upload at 45kb/s, but my cable company tells me that my max download is supposedly 3mb/s and my max upload is 384kb/s, now which one do i use in xlink? what my cable company told me? or what i actually get?

hmm well so i set my internet connection to 1024kbps (kilobit/second ?) and my upstream to 384kbps is this correct?
