It's a perfected cheat.  A person steals host, then uses a macro program to toggle his firewall on and off.  The connection stays solid green for the most part if the toggle is done at a specific consistent interval/speed.  

Just leave cheating feedback and make sure you load a different map so you don't get matched up with them again.
