The new content is signed to your eeprom. So you either need to resign it to the new eeprom or find another source to get it.... (eg. AWSK installer)
You can get all the maps now for free from LIVE so if you can get online again just download them.

Dunno whats goin on with your lockout tho...

That is odd that you couldn't play Lockout, I had that same problem the other day too...
