Yes mate, you're on the right track.

What happens is that when you transfer your gamesaves, to your PC they get whatever date it is when you FTP them.

Make a backup of that xbox's eeprom, and keep it safe in your PC, and when you get your new xbox, using configmagic, unlock the old HD with the old eeprom, flash your new xbox with your old (Unbanned) eeprom, and lock your old HD in your new xbox, with your old eeprom. Hope that wasn't so confusing.

As for your new xbox HD and eeprom, keep the Hard drive unlocked, and save your eeprom in your PC as well.

PS: The gamesave date change doesn't affect things at all. It happened to me a while back and I just transfered all of them back, they all worked fine and it seems XBOX Live can't tell the difference.
