Your post is a little confusing.  ...  Alot of those things can keep you from getting out.  If its a router or firewall, check to make sure that you are allowing port 3074 through the firewall...

If you're brave enough, try this eh:

(i) disconnect the ethernet cable and boot with the chip on

(ii) delete the /E/CACHE directory

(iii) except for the Fonts and Audio folders (and their contents), delete everything else from /C

(iv) restart the box (cold boot) with Tiger Woods 2005 in the drive and the chip disabled

(v) it will update your dashboard (and possibly more, hopefully overcoming the connection issue)

(vi) remove the disc and restart the box to make sure the dash boots with the chip disabled

(vii) connect the ethernet cable and verify the network settings are set to automatic (whereever possible/applicable)

(viii) load Tiger Woods 2005 into the drive (so the dash automatically hot boots it) and retry accessing XBL with it eh...

I am having this exact same problem.  I have a X2.6 and a new (locked) 120 gig hard drive.  I've never used XBL before and I am experiencing you exact problem.  Maybe this could have something to do with the the W,X,Y,Z codes you get on your xbox if you press the y-button while "help" is highlighted after it does the whole "[-] Cables connected [-] IP Configured [-] DNS Resolved [X] Xbox Live Cannot Be Found"  I remember seeing a thread about a C2 error in this code.  I'm pretty sure we're not banned, but I'd like to know what's going on.

wheew - finally figured it out!

somehow my eeprom was corrupted.  I don't know how.

I fixed it by changing my video settings from NTSC to PAL as described in this post:
