Error 21 Only When Loading Xbox Live

I was trying to set up xbox live on a modded xbox.  I turned the modchiop off and locked the HDD went to the xbox live set up from the M$ dashboard and once i got the connect estrablished it went direct to error 21.  What could be the problem?  Am i banned and do i need a new eeprom? Thanks.
