Why Doesnt My Apple Ever Turn Off

My Apple doesnt turn off.
My Hdd in unlocked so technically it shoud give me an error rite?
And another question can I connect my Ntsc Xbox to a live kit biught in  A PAL country.
It's kinda wierd. I thougt apple had a provision built in its power button system.
