Ways To Fix Y 00c2 Error Code?

Could some people who have fixed this error please describe how they fixed the problem?

I've heared some people swtiched from ntsc>pal>ntsc and it's fixed it


I was banned about 6 months ago, I just bought a new eeprom and I got this code without ever successfully getting on live


Could it have something to do with configmagic and the way it locks the harddrive being detectable?
