Can't Recover Gamertag?

I upgraded my HDD so I lost my Xbox Live account. When I try to recover it, I get "Your account cannot be used at this time. Try again later".  What's going on? I'm a banned? I tried finding information on that using the search fonction, but didn't found nothing  :huh:
