Xbox Live And Switches!

Well I have switches on the front and they say: switch 1 says Protect Unprotect, switch 2 says Banks 1 or 2 and I don't remember what the third switch says. But I was woundering can I get xbox live some how and also I can't access my MS dashboard because it is acting like it isn't their. thanks
