1) 4983 blocks xbox live correct?

2) Assuming #1 is is correct , my friend has an xbox with smartxx fitted. He got banned from live, He is using 4983 bios so it shouldnt be because xbox live was set to auto sign in. We were thinking though, as he has a plasma screen, we set his epromm to NTSC to enable HDTV, but the region was set to Europe (for xbox live). Thinking about it, there would be no legitimate eprom that was NTSC but European region. Can anyone confirm this causes a ban? I've checked everything else is correct - Booting from evoxdash, hdd is locked etc.
