Xbox Live With Ntsc Box In Europe?

I would like to know if it's possible to play on xbox Live with a NTSC xbox with an NTSC game in Europe???

I know you can't play certain games on system link (like Halo) when u play with a NTSC version and the others play with the PAL version..... so that got me doubting

another thing I'd like to know is if there's a difference between NTSC and PAL powersuply??
