I have cable running 2000K/223K and I can host up to 6 smoothly but my friend who playing using his small business speckseasy T1 with 3000K/1500K can host up to 12 no problem. Its upload speed that matter when hosting but sometime when you have all people who have low download speed and latency, it also effect your connection.

do you host games cos if you host thats why you will be getting so much lag because 55 UL is very bad, so it means you cant host. The better your UL the more people you can host, your download is good so if you join peoples games you should not have any lag unless the server is rubbish and trying to host more then his connection can handle.
i have adsl 512/256 and i can host 6 no problems and 8 if everyone has a good connection (on wolfenstien).
and the results you get in the xbox dash are not very accurate if you want a proper test go to www.adslguide.org and do the speed test

I can host 8 players lag free on rtcw with timewarner cable which the upload is only 50KB
