My friend had this problem.  It turned out that Cox (that's the provider he was using) needed to assign another mac adress to the Xbox so that it would be able to comunicate on thier servers (pull an IP).  The only hole in this theory is that you tried to do this w/a router, but that could be due to your router setup.  I dunno you might wanna give this a try.  Good luck
