Play people close by, altho that's not a guarantee you'll have low pings, but they'll almost certainly be lower than playing someone far away.

Playing people on the same ISP seems to work well to, but that's not a big deal. However, just because you have a low ping, doesn't mean that you'll have a lag-free game. Imagine I'm on a 28kbps connection and I live next door to you and we connect to the same ISP. We have pings of say 15ms to each other. That's not going to help the fact that I can only transfer and receive traffic at a maximum allowable speed of 2.8KB/second.

You mentioned XBConnect, so I'll also mention that Halo was never intended for playing online and is highly bandwidth intensive. Even a 16 player local game through a switch will transfer a damn large amount of network traffic, in comparison to many of the newer games that have better compression algorithms, mainly those that are also playable on XBox Live...
