You can use Configmagic for the Xbox or Liveinfo for the PC to change the region of the EEPROM.

What is the error message you are getting when trying to connect to Live.

your new eeprom is not banned, its just a network prob.

Yeah its not banned, but when i use my old eeprom i dont get the eeprom prob, the xyz code says that im banned. Since it says im banned it does have contact with the live server, right? So the network issue only comes when i use the new eeprom.
This is really strange!
