no thats not the banned message.  just try setting up ICS again or verifying your pc can get out to the internet first...

try
ipconfig /renew
from a command prompt maybe.

ipconfig release then renew might help also.
If you don't know you *run* *cmd* and type the commands there. *run* is the run program and *cmd* is what you type to run.

well there's your problem.  nothing is getting dhcp from your router.  You said you had it set up before but the ip on your machine, the 169.*** is an automatic private ip used by windows when you can't get an ip.  So make sure your router is still set up right.
