I don't see what the big deal is.  If some one gets on top of the level it usualy no advantage to them.  Even if they get up there to snipe.  If they were a good sniper they could get a lot more snipes from a good spot on the map.

From what I have seen the only thing getting on top of the level does is to cause your team to be a man down.  That is just one less person doing anything productive.
