Shotguns rawk. One thing that may affect damage is the lag. I know there have been a few times where I'm right up on the sweet spot and I end up having to take another shot or beating them down because the shot doesn't register until they are a little farther away.

I had a full bar on my connectivity, but I did a little better by leading my shot.

Several times I would fire and the shot wouldn't register at point blank and I would fall over dead. I'd say at it was about .25-.5 second delay.

You have to think about how a shotgun actually works. A shotgun sprays a whole lot of little metal BB-like things in every direction, but it takes time for them to spread out. If you hit with all (most) of these bullets then you kill in one shot.
To see this effect in action, shoot at walls from closer and far away and look at the bullet holes.

However, I find that lag does effect what I try to do in the game at times, so that could be your problem also
