Yes, there are 128 memory blocks on a Xenon and 64 on a PS3, but they are arranged in a different way (maybe because Cell need more bandwidth while Xenon need more concurrency).
Cell L2 area should be a bit more than half of Xenon L2 area (this is because of some control logic) but they're almost in the same scale (one picture seems to be taken from below).
