Need Help With Hex Editing

I am new to hex editing, and I really want to learn. I simply want to know where to enter the hex values from the item list that has the hex values for each weapon, armor, etc. I already downloaded Hex Workshop and have the itemrt.gsl on my computer ready to edit...I just need to know how to do this. If someone could help me out or show me a tutorial, I'd appreciate it.

For example, the hex code for the Lavis Cannon weapon is: 001F00   Where do I insert this, what changes do I need to make?
