You'd be able to use them off the memory card, but if I remember correctly they're limited (don't level up or something). As for a permanent move... my best suggestion is to take the old save via ftp, send it to the new box and resign it (if you can do that). Best things for temp characters really are for when you're with mates and wanna play splitscreen, trading items, and duping items/characters (though in saying that, my character duped twice before my box decided my character was corrupt, so...)
