Minimizing Draw-in Effect

I'm looking for a way to minimize the pop-up/draw-in effect when walking around outside in MW. I've had my CPU upgraded to 1ghz (+128megs of RAM), and I was hoping to find a mod that would allow me to take advantage of this.

I'm guessing that there are settings on the PC version that effect this? Any idea on how I could modify my game to use the extra power? Are there PC mods for this that might work on the XBox? (I've looked for something that might work for this, but, since I have no idea what to call it, I've had no luck in finding anything about it.).

I've already asked this on the Planer Elders Scrolls forum, but they can't discuss XBox-related mods due to licensing restrictions.
