Problems With New Morrowind Mod Tutorial

I couldn't wait to get home from work yesterday and try the new Morrowind Mod Tutorial. I was completely oblivious to the fact you could "enhance" this already amazing game. But my exitement soon diminished when I couldn't get it to work. I had downloaded the modifications from the links listed in the tutorial and followed the instuctions as well as I could.
(One suggestion, though. It did not specify that the Cache file was in the x,y or z  drive. This could be confusing since there is a folder called "CACHE" in E.)
 Anyway, when I couldn't get it to work, came to the scene today and found this morrowind forum which mentions apps like TESCS and Hex Editors and Morrowind editors, none of which were mentioned in the tutorial.
My question is this: Are these necessary for the mods to work?

i second your findings, there's defenetly a few things missing
i think that we could get away wuthout using TESCS, but hex editing (or using TESXDK) is a must
i am just waiting for the tutorial to be fixed
