put them in your tdata and udata folders, respectively, depending on where it belongs (should say in the rar/zip file)

I have tried that, they will not show up in morowind?.

I have heard they are digitally signed, so you can not cheat, and you need to patch your default.xbe for morrowind, but as of yet I can not find a patch.
