I believe you need to inject dark textures for the surfaces in the map to make it really dark.

Or even just convert them into jpeg format and then mess around with the hue/saturation of any of the textures.

Actually, you have to edit the lightmaps. These are special bitmaps in the level separate from the ground and wall textures. They are labelled as levels\test\bloodgulch\bloodgulch in bloodgulch of course.
