they are.  make sure that when you ftp, you right-click and hit refresh.

try booting up evox when you're editing the cache files...

blaze is partially right, but avalaunch doesn't really delete the cache files (well it never has for me), it just won't access them if they're in the same cache drive as the ava temp files.  They are still there though, you just can't see them.  So yea switch to a a different dashboard temporarily like I do, I use evox when I need to transfer a cache file.

If you aren't using avalaunch I don't know what the problem is.  

I recommend using Halo Cache Editor if all you're trying to do is apply ppfs... much easier and it will eliminate your problem.
