I highly doubt it's permanently closed. The guy running it said he'd be able to focus on it after September 15 (today), so he'll probably have it back soon.

Think about it, and you'll understand. Would you just stop hosting a site after putting all the effort he has put in it? Domain name, site layout, forum setup, file uploading... I don't think he's gonna just throw that all away.

I thought it was Haloskins
Now it kick out to http://www.haloskins.com/install.php
I don't want to install anything just download.

The site is installing e107. It is a php site thingamabob of some kind I think. It means they are taking steps to get the site back up.
