Gta Sa Be The Cop Mode

Im  interested in upping the realism of the Emergency services in San Andreas - Police Mostly to start.. Anyone point me in any directions on where to look on how to mod or even start to create my own custom mod?? My main goal is to create a Police simulator - EG - You can make traffic stops - Computer generated calls - etc etc write tickets and what not... Is there any special place to look - Mind you this will be my first mod but i am SEVERLY SERIOUS about doing this.. ANY HELP IS APPRECIATED


Collab would be great...

That's actually a pretty interesting concept. I would personally say try the GTAForums board, as the 'gurus' of modding are found there.
