Possilbe To Adjust Sniper Rifle Zoom Or Shoot Out Of A Car's Winds

Inside of the weapon.dat file, can I adjust one of those values so I can zoom a rediculous distance?

Also, what would I want to change to be able to shoot a weapon straight forward from inside a vehicle, like on a motorcycle?

Hell, while I'm on both a roll and the subject of motorcycles, I'm sick of the cops hitting me with their pistols on their bikes.  Could it be possible to make other weapons firable from a motorcycle as well?
