hahaha  if only everthing was that easy!   :D      anywho, do a search for any mods for gta...^^^search tab on the top right

there's not really hacking programs to make mods

it's pretty much a thing of "Is there a reader for this file?" or "What can edit or import/export things into this or that" and more commonly "Hmm so this looks like it should do this and that ect ect ect" and then the hours of trial and error
