A Way To Get Liberty City Out Of The Clouds

actually , if anybody gave a rats ass , I could make a teleport to get there

since in PC/XBOX you cant just go since it wont load the textures , but teleporting from a certain area loads it's textures

No you can "just go there". You obviously dont just fly straight up though, you use the glitch in Los Stanos at the gym. Google it for more info.
