It looks like Action Replay took it off their site since this is getting national TV coverage, but i downloaded the save a while ago because i knew Action Replay would puss out and take it off their site. Here it is on my site.

it is ESRB, and it is partly rockstars fault since they didn't completely remove it, so they too, should take some blame

No...Rockstar shouldn't take any blame.
They were initially going to release the game with this in it. But were told not to or something like that...Anyway.
If you know anything about programming, it is easier to edit the line so it can't be used rather than remove it completely. It is more complex to remove something like this then it is to edit the code line so that it can't be used normally.
