It's yet another excuse for some human wastes-of-space to get their 15 minutes of fame having a whine about yet another controversial but not-particularly-important issue that they can take great joy in blowing entirely out of proportion, yet again.
So we have something rather explicit that children (assuming that the "children" a) are intelligent enough to perform the modification, and

want to see something that those who don't already know what it is may well avoid)
But of course, we're not taking into account the fact that
it's not a child's game if the ESRB has decided to rate it Everyone... I think we'd have a serious case of misjudgement on our hands and as it is in the UK, if you want to buy it, you have to be 18 to have it (or at least, old-looking enough to convince the shop-owner you can buy it without producing ID) so it seems in the US that yet another bunch of power-hungry morons seem very intent on protecting "the people" from 'evils' such as these by policing them, and getting that oh-so-special feeling of self importance about having done society their idea of a favour.
Anyone remember that general custer game, many years back? despite the pixellation, that's far worse than San Andreas IMO.
Freedoms are there to be enjoyed, the US can be thankful it has a constitution, because with the plans for ID cards in the UK, I want to emmigrate.
