WHY WOULD BILL GATES INSTALL A MOD ON THE XBOX IF HE HAS AN XDK PLUS HE CAN SIGN THE APPS SO THEY CAN RUN WITHOUT ANY MODIFICATIONS!!.

The digital signature for the game does get carried over (AFAIK)
the problem is the digital signature does not merely tell the xbox that the game can be run but it also tells the xbox what it can run from
eg the signature in retail games tell the xbox that the game can only be run from the super dooper special xbox game disks.
