Back in the day there was much research done in the idea of expanding the costume slots. Sadly a way to do it was never found. The only way to get more then 9 costumes playable is to inject new costumes into the loadfile.afs to replace the stock costumes. Certain characters have many variations of their costumes which are selected by pressing different buttons and stored in their own xpr/cat files so for a character like lei fang you can replace all 4 variations of her chinese dress with different costumes.
