Yes there is, but it was designed for the PC version.  
GTA SA Savegame Editor

The San Andreas save file is a collection of blocks, each containing various peices of information (stats, missions, tags...).
The general structure of the save files differs slightly between the Xbox and PC, however I am hoping that there is enough similarity to acheive an editor.
The Xbox save file has 20 bytes extra at the beginning (there is a topic in here somewhere regarding this) that contains the Xbox version information.  The last four bytes in the file contain the checksum32 info.  Note that this checksum is calculated by adding all the bytes in the file except the extra 20 at the start.

I tried to edit an Xbox save last night by cutting out the first 20 bytes, using the above tool and then inserting the bytes back, however each time I got a message telling me that the save game was damaged.  

By using a PC save file, a hex editor and binary file comparison utility I''m examing the file to locate the data for various things such as money, tags, weapons and try to alter these values in an Xbox save file without removing the first 20 bytes.
