You can download this release from our website, http://tttwo.mine.nu.  We will have windows binaries up soon unless porting becomes a pain.  If you want to use our stuff in windows for now, get MINGW32 or CYGWIN and try compiling from there.  That's what we'll do this week and post it later.  For now, Linux is the only officially supported platform.
