I read this in another post somewhere..not sure WHAT the values are to get the cockpit view.  Perhaps someone can play around with this while Im stuck at work so when I get home I can try it...

open the file CarDynamicscamera_settings.ini, you can see this:
[SETTINGS]

** 3rd person view #1 **
targetHeight0 = 0.650 <== modify this to set your favorite value
targetAngle0 = 0.000
rotationRate0 = 8.000
chaseDistance0 = -0.690 <== modify this to set your favorite value
fov0 = 1.275
chaseVelocityLagRatio0 = 0.40
chaseDistanceSpring0 = 3.5
chaseBreakingPitch0 = 0.030

These are the setting you need to change in car dynamics/camera_settings.ini

targetHeight0 = 0.595
targetAngle0 = -0.150
rotationRate0 = 7.400
chaseDistance0 = -0.645
fov0 = 0.975
chaseVelocityLagRatio0 = 0.40
chaseDistanceSpring0   = 3.50
chaseBreakingPitch0    = 0.045

A word of warning though, the reason why they probably did not include this camera angle is because some cars cockpits are in different positions. Therefore what may look great with one car might look horrible with another (i.e. you see the bonnet only).

cars with windcreens right behind the seats or cars with a backwindow right behind the seat, the window is just in front of the camera now, so its kinda annoying, needs to be moved up a few inches...

but otherwise it rocks

Snake I don't have that problem, all other views work correctly. SniperKilla yeah I know, the camera needs to be moved to the left a little (but it brings the driver into view more), I'm not quite sure how to make it any better. Maybe someone can come up with an optimal setting.

nice but i don't wanna lose either chase view so is it possible to replace a shitty bumper cam with cockpit?
i tried and totally messed it, stuff was upside down and rear view mirror zoomed by at about 3000mph lol
i also tried adding view in along with the current views (like some pc games allow) but it didn't work of course

now I am no dev but the game dev's *must* have intended to modify the cockpit camera position for each car?

wonder whether there is a line you can add to each car's .ini file to modify it per car?

anyone think this *may* be the case???
