sorry to burst you bubble but this could be done with any program that was released for PC. the real modding is installing new cars and textures and editing the main.scm but all you did was change some numbers which is not modding,
Untill you crack the encription on the textures and models you are not a modder.

everything he done can be done by just changing some values or using some of these tools on here
