Nope.  

ForzaBinTools extracts, and repacks the Forza decals.bin file.
TGA2Tiles is a optional utility that is complementary to ForzaBinTools.  It may be helpful, it may not.

No other tools required.

To add and use your own custom decals, yes.  If not modded, someone else with a modded XBOX can prepare a car for you and sell it to you over XBL.  A modded XBOX is not required to use prepared custom cars.

There is no functional difference between the too.  Either can be used.

Try starting a new post here and asking.  Historically, several people have been kind enough to accept artwork, and provide the skinned car back to unmodded players.
