I think it is there incase auto-redirect doesnt work (some firewalls and browsers block it, to stop ad redirection).

So it tries to auto-redirect you (which it usually does) but if it doesnt work, you can click it.

It should really read: "If you are not automatically transfered in the next 5 seconds, please click this link"

 Actually it's only on Invision boards, PHPBB doesn't have it. (Felt a need to clear that up. )
