Sources To Enigma V M Switch Disc?

This is what I would like to have, two different versions of the Switch Disc:
One xbe that switches to PAL ad one that switches to NTSC, and automatci reboot after the xbe has been launched.  This would make a sweet solution for remote control users. Just launch the PAL-switch, the app starts, switchs to PAL and reboots the box.

This shuld be no problem to do since its probably not much changes that need to be made to the code. Is the source available or does anyone want to code the stuff from scratch? Would it be hard? Have som programming skills with java and c#, where can i read up on coding the stuff my self?
